L\u2019orto botanico di Palermo rischia la paralisi per la spregiudicata macelleria sociale che continua ad imporre tagli alla spesa pubblica.<\/p>\n

L\u2019orto botanico oltre ad essere un bene culturale e patrimoniale della collettivit\u00e0 nazionale ed Europea, \u00e8 uno dei pi\u00f9 famosi al mondo con le sue 12 mila specie di piante.<\/p>\n

Ormai \u00e8 usuale in questo paese che chi governa fa uso di manovre e tagli mortificanti mettendo in serio pericolo anche quelle strutture che rappresentano la nostra ricchezza patrimoniale artistica e culturale, importante per la sopravvivenza stessa del paese, che alimenta economia e settori come il turismo, la cultura, lo studio e la ricerca.<\/p>\n

Nel caso specifico dell\u2019orto botanico, oltre al richiamo turistico, lo studio delle piante e la ricerca, si possono ammirare rarit\u00e0 di piante che, senza una simile struttura, si sarebbero estinte.<\/p>\n

Tutto questo comporta anche la sopravvivenza del pianeta, perch\u00e9 lo studio della botanica \u00e8 anche il futuro dell\u2019ambiente in cui noi viviamo.<\/p>\n

Senza la necessaria cura e manutenzione delle piante e della struttura monumentale, tutto andrebbe in malora.<\/p>\n

Notevole sar\u00e0 il danno alla cultura, allo studio della botanica e della ricerca scientifica.<\/p>\n

Inoltre il grave danno economico ridurrebbe ancora di pi\u00f9 la presenza del turismo nella nostra citt\u00e0.<\/p>\n

E’ doveroso ricordare, che la struttura architettonica dell\u2019orto botanico e’ di grande importanza monumentale e d’ immenso valore artistico.<\/p>\n

Al momento, la struttura si deve confrontare con un\u2019ingiusta realt\u00e0: i lavoratori addetti alla cura delle piante e la manutenzione della struttura che attualmente vantano 27 anni d\u2019attivit\u00e0 ad alta specializzazione di giardinaggio, rischiano il posto di lavoro per mancanza di fondi.<\/p>\n

In questi anni di totale precariato e lavoro a tempo determinato, con paghe da fame, hanno dato tutta la loro disponibilit\u00e0 professionale per la cura dell\u2019orto botanico, con grande spirito di buona volont\u00e0, anche se sotto pagati e costretti a lavorare periodiodicamente. Oggi reclamano un lavoro certo e stabile con un contratto possibilmente umano e dignitoso. Per continuare a dare con amore e dedizione il loro apporto vitale, per la sopravvivenza stessa dell\u2019orto botanico, il migliore e il pi\u00f9 grande d\u2019Europa.<\/p>\n

Oggi la loro vita lavorativa e’ in serio pericolo, perch\u00e9 l\u2019intera classe politica siciliana nella sua incapacit\u00e0 non riesce a trovare soluzioni, per il bene dei lavoratori, il bene della citt\u00e0 di Palermo e della cultura.<\/p>\n

Come sapete gi\u00e0 da qualche tempo chi gestisce questi enti, spesso \u00e8 politicizzato, cos\u00ec si finisce sempre per impantanarsi nelle sabbie mobili delle burocrazie amministrative, come la Regione Siciliana, che da sempre vive nell\u2019immobilismo, dove l\u2019unica risorsa funzionante e’ la corsa al potere, dove i partiti si spartiscono le poltrone e i politici super pagati vanno a scaldare le sedie per curare i propri interessi, tranne quelli delle persone e della Regione Sicilia.<\/p>\n

Non basta giustificare con manovre economiche, e tagli alla spesa pubblica indiscriminati e mirati a distruggere settori di principale importanza, per la sopravvivenza economica del paese come il turismo, lo studio e la ricerca scientifica. E’ compito del Parlamento tutelare e garantire lo sviluppo del paese controllando anche il lavoro delle varie regioni d\u2019Italia e garantendo loro il fabbisogno economico di copertura nei casi specifici.<\/p>\n

Le istituzioni interessate alla questione (orto botanico di Palermo), Universit\u00e0 e poi Regione hanno, di fatto, attuato un piano di graduale licenziamento, riduzione del personale e delle ore lavorative pur sapendo, che il personale vive ormai da anni in una sorta di precariato infinito, che dura da ben 27 anni, questa e’ da considerare una vera e propria vergogna all\u2019italiana, e’ una forma di lavoro schiavista e di capestro, senza futuro con paghe che offendono la dignit\u00e0 del lavoratore.<\/p>\n

Faccio un appello al buon hsenso e al rispetto della sovranit\u00e0 popolare, ai politici d\u2019ogni amministrazione nazionale regionale e comunale, finche’ si mobilitino con seriet\u00e0 per le necessita’ del paese e per garantire sempre un futuro di qualit\u00e0, per la citt\u00e0 di Palermo e la nazione intera, agli occhi del mondo, ricordando sempre che l\u2019Italia e’ la culla della civilt\u00e0 e la storia dell\u2019intera umanit\u00e0, con un patrimonio artistico-culturale che va difeso dall\u2019apatia sconsiderata di alcuni, ce promosso nel mondo per la sua infinita bellezza.<\/p>\n

Cenni storici\u00a0:<\/p>\n

L\u2019origine dell\u2019Orto Botanico di Palermo risale agli ultimi decenni del XVIII secolo, epoca in cui ha inizio, nel regno di Napoli e di Sicilia, una fase storica connotata da numerose riforme e da grandi aperture nel segno della cultura europea di marca illuministica.<\/p>\n

Evento determinante fu, nel 1779, la fondazione della Regia Accademia degli Studi di Palermo, corrispondente all\u2019attuale Universit\u00e0: con l\u2019istituzione della cattedra di Storia naturale e Botanica, l\u2019Accademia ottenne dal Senato cittadino di potere usufruire di un modesto appezzamento di terra sul Baluardo di Porta Carini per destinarlo ad Orto botanico che servisse alla ostensione dei \u2018semplici\u2019, ovvero alla coltivazione delle piante medicinali utili all\u2019insegnamento.<\/p>\n

A partire dal 1781, l\u2019Orto ebbe sede su quel baluardo dove prima si conservava la polveriera pubblica; ben presto per\u00f2 lo spazio a disposizione si rivel\u00f2 angusto e inadeguato alle esigenze didattiche, incapace di ulteriore sviluppo, tanto che, qualche anno dopo la sua fondazione, si iniziarono le pratiche per un suo trasferimento. La nuova sede venne individuata nel piano di S. Erasmo, su una piccola porzione delle terre della Vigna del Gallo possedute dal duca Ignazio Vanni d\u2019Archirafi, accanto alla pubblica Villa Giulia sorta nel 1777.<\/p>\n

Il nuovo Orto venne impiantato nella nuova sede a partire dal 22 febbraio 1789. Nel dicembre del 1795, con la conclusione dei lavori, cominciati appena sei anni prima, esso fu solennemente inaugurato.<\/p>\n

L\u2019Orto appena inaugurato e di cui fu primo direttore Giuseppe Tineo (1795-1812), si estendeva su uno spazio di soli 12 mila metri quadrati circa. Inizialmente ebbe\u00a0ingresso\u00a0sulla via che conduceva dallo Stradone di Sant\u2019Antonino, l\u2019attuale via Lincoln, al Piano di Sant\u2019Erasmo e che lo separava dalla Villa Giulia; successivamente, completati i lavori del Ginnasio, fu possibile accedere all\u2019Orto dall\u2019attuale ingresso sul fronte del nuovo complesso monumentale.<\/p>\n

Il giardino era ripartito in quattro appezzamenti rettangolari (quartini) separati da due viali ortogonali, con le collezioni ordinate da Bernardino da Ucria secondo il sistema di Linneo; corredavano l\u2019impianto del giardino fontane e vasche fra cui, all\u2019estremit\u00e0 meridionale, il magnifico Aquarium, dono dell\u2019allora arcivescovo di Palermo, Filippo Lopez y Royo.<\/p>\n

Il complesso monumentale si componeva di un edificio centrale, il\u00a0Gymnasium, sede della Schola Regia Botanices, che oltre a una sala ottagonale per conferenze comprendeva una galleria di studio, l\u2019Herbarium, e l\u2019alloggio per il direttore.<\/p>\n

Lateralmente vi erano un Calidarium e un Tepidarium. Tutto, ad eccezione dell\u2019Acquarium, era stato realizzato\u00a0 secondo il progetto dell\u2019architetto\u00a0 francese Le\u00f2n Dufourny, il quale, costretto a rientrare nel 1793 in Francia per motivi politici, non assistette n\u00e9 alla conclusione dei lavori n\u00e9 all\u2019inaugurazione dell\u2019Orto.<\/p>\n

Tra il 1796 e il primo ventennio del XIX secolo, furono operati diversi ampliamenti che conferirono all\u2019Orto l\u2019assetto poi conservato fino al 1896. Parti della Vigna del Gallo furono, infatti, acquisiti lungo l\u2019estremit\u00e0 meridionale e occidentale dell\u2019Orto, per impiantarvi un boschetto esotico e ricavarvi lo spazio dove fu poi sistemato il Giardino d\u2019inverno.<\/p>\n

Successivamente fu anche annesso lo stradone che separava l\u2019Orto dalla Villa Giulia e nel 1819, durante la direzione di Vincenzo Tineo, subentrato nella carica di direttore al padre Giuseppe, fu possibile un nuovo ulteriore ampliamento che permise di accrescere la superficie dell\u2019Orto di quasi un ettaro e di ingrandire, cos\u00ec, il boschetto gi\u00e0 esistente.<\/p>\n

I quarantaquattro anni di direzione di Vincenzo Tineo furono caratterizzati da numerosi tentativi, mai andati a buon fine, di aggiungere altri spazi all\u2019Orto, al fine di renderlo il pi\u00f9 possibile adeguato alle necessit\u00e0 della botanica, scienza nuova e in continua evoluzione.<\/p>\n

Le difficolt\u00e0 incontrate nel tentativo di annettere nuovi spazi devono spiegarsi, probabilmente, in relazione agli eventi che si verificarono in Sicilia durante la prima met\u00e0 del XIX secolo: i moti del \u201920 e del \u201948 generarono, infatti, una conflittualit\u00e0 tra Napoli e Palermo che port\u00f2 in frantumi il Regno; la Sicilia, in seguito alla creazione del Regno delle Due Sicilie, venne ridotta a lontana provincia e fin\u00ec con l\u2019essere amministrata nel malgoverno e nella speculazione; venne meno, soprattutto, l\u2019interesse per tutti quei centri di cultura, ora ritenuti causa di tali nefasti eventi e potenziale focolaio di fermenti rivoluzionari.<\/p>\n

Ebbe cos\u00ec fine il periodo in cui sovrani e nobilt\u00e0 facevano a gara per promuovere le scienze, periodo che aveva visto la nascita dell\u2019Orto e i suoi primi ampliamenti, ed ebbero inizio anni contrassegnati dal pi\u00f9 totale oscurantismo. In un tale frangente storico divenne quasi impossibile cogliere l\u2019occasione per ottenere un nuovo ampliamento: i tentativi del Tineo, come accennato, furono ripetutamente scoraggiati dall\u2019ostruzionismo delle locali autorit\u00e0 che opponevano continui e pretestuosi ostacoli. Anche il suo successore, Agostino Todaro , cerc\u00f2 in tutti i modi di dotare l\u2019Orto di spazi adeguati anche attraverso un\u2019eventuale permuta.<\/p>\n

L\u2019intento era quello di scambiare un fondo non direttamente confinante con l\u2019Orto che l\u2019Universit\u00e0 aveva acquistato nel 1820 con un terreno limitrofo, appartenente ai duchi Archirafi. La permuta e il conseguente ampliamento trov\u00f2 soluzione solo nel 1906 con l\u2019allora direttore, Antonino Borz\u00ec, dopo quasi cinquant\u2019anni di lotte e lungaggini burocratiche.<\/p>\n

Con l\u2019ulteriore acquisizione di un terreno fino ad allora appartenuto al vivaio comunale e ceduto, dallo stesso Comune, quale indennizzo per la parte sottratta all\u2019Orto sul lato di Via Archirafi per la realizzazione degli attuali istituti scientifici della Facolt\u00e0 di Scienze, si pervenne a quello che \u00e8 l\u2019assetto attuale.<\/p>\n

Ad Antonino Borz\u00ec, oltre al merito di avere portato a termine il tanto desiderato ampliamento del 1906, si deve anche la creazione, nel 1913, del Giardino coloniale.<\/p>\n

Parallelamente alle lotte compiute per l\u2019ampliamento dell\u2019Orto seguirono, a partire dagli ultimi decenni del XIX secolo, quelle finalizzate alla difesa del suo spazio. Prima il piano regolatore del 1886, successivo ad un\u2019epidemia di colera, poi quello di ricostruzione del 1946 prevedevano lo smembramento dell\u2019Orto e la costruzione di un asse stradale proprio al suo interno. Alla tenace opposizione del Todaro prima e di Francesco Bruno, direttore dell\u2019Orto tra il 1939 e il 1968, poi si deve la salvaguardia della sua integrit\u00e0. Sar\u00e0 Bruno ad ottenere, nel 1954, dopo una personale battaglia che coinvolse anche il mondo accademico e culturale palermitano, il voto unanime del Consiglio comunale di Palermo, con cui si deliberava la definitiva e integrale conservazione dell\u2019Orto Botanico.<\/p>\n

27 anni di precariato\u2026\u2026..<\/p>\n

Proviamo a raccontarci senza annoiarvi<\/p>\n

Premessa<\/p>\n

Siamo giardinieri a tempo determinato che da\u201d\u2026.. soli 27 anni\u2026.\u201d<\/p>\n

Lavorano presso l\u2019orto botanico dell\u2019universit\u00e0 di Palermo.<\/p>\n

Ventisette anni di rapporto lavorativo sostanzialmente \u201ccontinuativo\u201d fatto salvo le brevi interruzioni tra licenziamento (fine anno)e la riassunzione (inizio anno)<\/p>\n

Con una certa dose di ironia possiamo definirci \u201cprecari stabili\u201d che non avendo ottenuto una \u201cstabilizzazione definitiva\u201d, pi\u00f9 volte rivendicata,hanno raggiunto un livello di \u201cstabilita precaria\u201dche per la sua natura e destinata a scomparire.<\/p>\n

Le cause sono note da un lato la crisi economico-finanziaria (innegabile) e per la quale le uniche soluzioni possibili sembrano consistere elusivamente in tagli alla spesa (spendine review,patti di stabilit\u00e0 inderogabili),dall\u2019altro la scarsa sensibilit\u00e0 (innegabile)da parte delle istituzioni, universit\u00e0 in primis, evidentemente impegnate!in tutt\u2019altre questioni.da tutto ci\u00f2, la sgradevole sensazione che a breve anche la nostra categoria andr\u00e0 ad arricchire quel vasto bacino costituitola cassaintegrati e disoccupati cronici.<\/p>\n

Senza alcuna pretesa di privilegi non dovuti, ci sembra opportuno sottolineare che la nostra attivit\u00e0 lavorativa si svolge all\u2019interno di una realt\u00e0 quale l\u2019orto botanico,non un prodotto commerciale soggetto alle leggi \u201cdel Mercato\u201dma bene culturale (si pu\u00f2 ancora parlare di cultura?)patrimonio della collettivit\u00e0.<\/p>\n

Se non vi siete ancora annoiati allora vorrete sapere cosa \u00e9 successo durante questi 27 anni\u2026\u2026<\/p>\n

La storia ha inizio nel lontano 1986 con l\u2019assunzione di un primo nucleo costituito da 15 unit\u00e0.<\/p>\n

Tra il 1988 e il 1994 il contingente si arricchisce di altre 10 unit\u00e0,raggiungendo l\u2019attuale numero di 25 lavoratori.<\/p>\n

Tale assunzioni sono state possibili grazie all\u2019utilizzo della legge n\u00b038 del febbraio 1982,che l\u2019art. 2 recita\u2026.\u201dper le particolari esigenze degli orto botanici della facolt\u00e0 di agraria e facolt\u00e0 di veterinaria si pu\u00f2 ricorrere all\u2019assunzione di operai a tempo determinato (O.T.D) avvalendosi dei contratti generali stipulati per il settore agricolo integrati da contratti provinciali\u201d<\/p>\n

Le risorse finanziarie necessarie venivano erogate dal \u201cM.U.R.S.T.\u201d e allo scopo utilizzate.<\/p>\n

Tra la fine degli anni \u201880 e l\u2019inizio degli anni \u201990 l\u2019universit\u00e0 di Palermo utilizzer\u00e0 a piene mani la legge. 38\/82, ricorrendo ad assunzioni anche presso la facolt\u00e0 d\u2019agraria, e i campi sperimentali ad essa collegati, ritrovandosi in poco tempo con un contingente di O.T.D. di circa 180 unit\u00e0. (ci\u00f2 significa che attualmente oltre un centinaio di colleghi, distribuiti tra le diverse realt\u00e0 operative della suddetta facolt\u00e0, si trovano nelle stesse condizioni).<\/p>\n

All\u2019inizio degli anni \u201990 intervengono delle modifiche nell\u2019erogazione dei fondi pubblici, per cui le risorse destinate all\u2019assunzione degli O.T.D. non sono pi\u00f9 finalizzate, ma vengono inglobate nel totale dei finanziamenti che lo stato stanzia per le universit\u00e0.<\/p>\n

Da quel momento assistiamo anno dopo anno al progressivo depauperamento del capitolo del bilancio universitario destinato per gli O.T.D., con conseguente decurtazione dei gg. Lavorativeche da 180 passano a 101 e anche meno.<\/p>\n

Anche allora c\u2019era la crisi o erano subentrate altre e ben pi\u00f9 \u201cimportanti priorit\u00e0\u201d\u2026\u2026.?<\/p>\n

Per l\u2019orto botanico sono anni difficili, progressiva diminuzione (causa pensionamento) del personale in organico, la\u00a0 necessit\u00e0 di far fronte a nuove esigenze (fruizione\u2026.),n\u00b0. di gg.destinate agli O.T.D. del tutto inadeguato ad assicurare un minimo di servizi essenziali.<\/p>\n

La situazione migliora in qualche modo a partire dal 1996 grazie all\u2019approvazione da parte dell\u2019ARS della legge 19\/96, Che prevede l\u2019erogazione di un contributo annuale a sostegno delle attivit\u00e0 dei tre orti botanici siciliani (PA-CT-ME).<\/p>\n

Grazie all\u2019utilizzo di una quota del suddetto contributo il limite delle gg.\u2019 lavorative viene portato a 179, sempre insufficienti rispetto al reale fabbisogno della struttura, appena bastevole ad assicurare un livello reddituale di sopravvivenza ai lavoratori.<\/p>\n

Con la modalit\u00e0 si arriva al 2010, anno in cui la citata L.R. 19\/96 sprofonda in una sorta di crisi d\u2019identit\u00e0, dal momento che non era dato sapere se fosse ancora esistente, o fosse stata inglobata in quel buco nero che rispnde al nome di tabella H.<\/p>\n

Delle due purtroppo\u2026\u2026la seconda!<\/p>\n

Quindi si arriva ad oggi nelle seguenti condizioni:<\/p>\n

25 lavoratori fermi a 100 gg (a 101 scatta il licenziamento) in attesa di un incremento che potr\u00e0 essere ottenuto non prima che l\u2019istituzione abbia espletato una serie di adempimenti burocratici \u2013 amministrativi per ottenere un contributo secondo le nuove modalit\u00e0 previste sull\u2019utilizzo dei fondi della\u2026.tabella H\u2026.<\/p>\n

Con buona approssimazione riteniamo che non si andr\u00e0 oltre 30\/40 gg per lavoratore, per un totale di 140\/150 gg complessivi per il 2013.<\/p>\n

Riguardo l\u2019universit\u00e0 ha gi\u00e0 fatto sapere che per il 2014 potr\u00e0 garantire non pi\u00f9 di 51 gg.<\/p>\n

IN AGITAZIONE i venticinque giardinieri stagionali dell’Orto botanico. Da agosto non percepiscono lo stipendio, tuttavia hanno continuato a operare gratuitamente nella struttura universitaria, innaffiando le aiuole, zappando, curando le collezioni botaniche uniche in Europa. Ieri gli operai, alcuni dei quali laureati, hanno avviato un presidio davanti all’ingresso di via Lincoln.<\/p>\n

\u00abNon possiamo abbandonare al suo destino un patrimonio inestimabile – dice Patrizia Gargano, portavoce del gruppo – le piante hanno bisogno di cure continue e occorre manodopera specializzata\u00bb.<\/p>\n

A Brief History:<\/p>\n

Anfangs hatte er Eingang auf dem Weg, der vom Boulevard von St. Anthony , die aktuelle Lincoln Stra\u00dfe , der Plan von St. Erasmus und trennt ihn von der Villa Giulia , und danach f\u00fchrte hatte , nach dem Abschluss des Gymnasiums war es m\u00f6glich, von all’Orto ‘current zugreifen gelangt an der Vorderseite des neuen monumentalen Komplex .<\/p>\n

Der Garten wurde in vier rechteckigen Parzellen ( Vierzeiler ) durch zwei orthogonal Wege getrennt , mit Sammlungen von Bernardino da Ucria geordnet nach dem System von Linn\u00e9 , der urspr\u00fcnglich die Anlage befindet sich der Garten Brunnen und Becken einschlie\u00dflich s\u00fcdlichen Ende , das pr\u00e4chtige Aquarium unterteilt , Geschenk des Erzbischofs von Palermo, Filippo Lopez y Royo .<\/p>\n

Der monumentale Komplex wurde von einem zentralen Geb\u00e4ude , das Gymnasium , der Heimat der Schola Regia Botanices , die zus\u00e4tzlich zu einem achteckigen Raum Konferenz umfasste eine Galerie der Studie , das Herbarium und Unterkunft f\u00fcr den Manager aus .<\/p>\n

Seitlich gab es eine r\u00f6mische B\u00e4der und ein Tepidarium . Alles , au\u00dfer dem Aquarium, wurde nach dem Entwurf des Architekten Leon Dufourny Franz\u00f6sisch , der nach Frankreich im Jahre 1793 zur\u00fcck aus politischen Gr\u00fcnden gezwungen , nicht Zeuge noch den Abschluss der Arbeiten oder der Er\u00f6ffnung der Garten gemacht .<\/p>\n

Zwischen 1796 und den ersten beiden Jahrzehnten des neunzehnten Jahrhunderts wurden mehrere Erweiterungen , die all’Orto gab das Set-up und behielt bis 1896 betrieben . Teile der Vigna del Gallo waren in der Tat, entlang der s\u00fcdlichen und westlichen Enden der Garten, ein Hain von B\u00e4umen und exotischen ricavarvi Raum, in dem er sp\u00e4ter den Wintergarten gestellt wurde pflanzen erworben.<\/p>\n

Sp\u00e4ter wurde er auch auf der Hauptstra\u00dfe, die aus dem Garten Villa Giulia und 1819 getrennt angebracht , unter der Leitung von Vincenzo Tineo , \u00fcbernahm das Amt des Direktors an seinen Vater Giuseppe war eine neue m\u00f6gliche weitere Expansion, die Erh\u00f6hung der Oberfl\u00e4che der geholfen der Garten von fast einem Hektar und gr\u00f6\u00dfer, so der Hain ist bereits vorhanden.<\/p>\n

Hatte damit am Ende die Zeit, in der K\u00f6nige und Adligen wetteiferten um die Wissenschaften , eine Periode, die die Geburt des Gartens und seiner ersten Ausbaustufe sah zu f\u00f6rdern, und begann Jahren durch v\u00f6llige Dunkelheit markiert. In einem solchen historischen Augenblick wurde es fast unm\u00f6glich, diese Gelegenheit zu ergreifen, um eine neue Expansion zu bekommen : die Versuche von Tineo , wie erw\u00e4hnt, wurden wiederholt Obstruktion der \u00f6rtlichen Beh\u00f6rden , die kontinuierliche und \u00e4rgerliche Hindernisse entgegengesetzt abgeraten. Sein Nachfolger, Augustine Todaro , versuchte in jeder Hinsicht den Garten ausreichend Platz durch einen m\u00f6glichen Austausch auszustatten.<\/p>\n

Mit dem Zukauf von Land bis dahin an den st\u00e4dtischen Kindergarten geh\u00f6rte und verkauft werden, vom Rat der Stadt , als Entsch\u00e4digung f\u00fcr die gestohlenen all’Orto auf der Seite der Via Archirafi f\u00fcr die Realisierung des aktuellen wissenschaftlichen Instituten der Fakult\u00e4t f\u00fcr Naturwissenschaften, war erreicht , was ist die derzeitige Struktur .<\/p>\n

Um Antonino Borzi , neben dem Verdienst, schloss die ersehnte Erweiterung des Jahres 1906 ist auch verantwortlich f\u00fcr die Erstellung, im Jahr 1913 , die Colonial Garden.<\/p>\n

Parallel zu den K\u00e4mpfen f\u00fcr den Ausbau der Garden durchgef\u00fchrt gefolgt , ausgehend von den letzten Jahrzehnten des neunzehnten Jahrhunderts, jener an der Verteidigung seines Raum abzielen. Vor dem Plan aus dem Jahr 1886 , nach einem Ausbruch der Cholera, dann die Rekonstruktion des Jahres 1946 sah die Zerst\u00fcckelung der Garden und den Bau einer Stra\u00dfe Achse nur innen. Die starke Opposition der ersten Todaro und Francesco Bruno , Direktor der zwischen 1939 und 1968 , dann m\u00fcssen Sie zum Schutz seiner Integrit\u00e4t . Arbeiten im Botanischen Garten der Universit\u00e4t Palermo.<\/p>\n

Siebenundzwanzig Jahre Zusammenarbeit im Wesentlichen “kontinuierlich” unbeschadet den kurzen Pausen zwischen Entlassung ( Jahresende) und die Wiedereinstellung (lfd. Jahr)<\/p>\n

Mit einer gewissen Ironie nennen wir uns ” prek\u00e4ren stabil” nicht mit einem ” endg\u00fcltigen Stabilisierung” erhalten , wiederholt behauptet , haben ein Niveau von ” prek\u00e4ren Stabilit\u00e4t “, die ihrer Natur nach und bestimmt zu verschwinden. Erreicht<\/p>\n

Die Ursachen sind einerseits die Wirtschafts-und Finanzkrise ( unbestreitbare ) und bei denen die einzig m\u00f6glichen L\u00f6sungen scheinen elusively bestehen in Ausgabenk\u00fcrzungen ( spendine Bewertungen, Stabilit\u00e4tspakte obligatorisch), auf der anderen Seite die geringe Sensitivit\u00e4t ( unbestreitbare ) aus bekannten Institutionen, Universit\u00e4ten in erster Linie offenbar verlobt! questioni.da alles ganz anders , das unangenehme Gef\u00fchl , dass bald auch unsere Kategorie bereichern die gro\u00dfe Becken costituitola entlassen und chronisch arbeitslos wird .<\/p>\n

Ohne Anspruch des Privilegs nicht f\u00e4llig, m\u00f6chten wir betonen, dass unsere Arbeit stattfindet innerhalb einer Wirklichkeit, die der Botanische Garten , kein kommerzielles Produkt unterliegt den Gesetzen “des Marktes “, sondern Kulturgut ( kann man noch von Kultur sprechen? ) Erbe der Gemeinde.<\/p>\n

Wenn Sie nicht bereits gelangweilt sind , dann werden Sie wissen wollen, was w\u00e4hrend diesen 27 Jahren passiert ……<\/p>\n

Die Geschichte beginnt im Jahr 1986 mit der Einstellung von einer Kerngruppe besteht aus 15 Einheiten .<\/p>\n

Zwischen 1988 und 1994 ist die Quote mit 10 anderen Einheiten angereichert , um die aktuelle Zahl von 25 Arbeitnehmern .<\/p>\n

Die notwendigen finanziellen Mittel wurden von der ” MURST ” zur Verf\u00fcgung gestellt und f\u00fcr diesen Zweck verwendet .<\/p>\n

Zwischen den sp\u00e4ten 80er und fr\u00fchen 90er Jahren an der Universit\u00e4t von Palermo wird mit beiden H\u00e4nden das Gesetz. 38\/82 , unter Verwendung von Annahmen auch an der Fakult\u00e4t f\u00fcr Landwirtschaft und experimentelle Felder rund um sie , der sich in k\u00fcrzester Zeit mit einem Kontingent von OTD von etwa 180 Einheiten . ( Dies bedeutet, dass derzeit mehr als hundert Kolleginnen und Kollegen, unter seinen verschiedenen operativen Gesellschaften der Fakult\u00e4t verteilt , im gleichen Zustand sind ) .<\/p>\n

In den fr\u00fchen 90er Jahren von den Ver\u00e4nderungen in der Bereitstellung \u00f6ffentlicher Mittel , f\u00fcr die die Mittel f\u00fcr die Rekrutierung von OTD nicht mehr ausgelegt sind beteiligt , sind aber in der Gesamtfinanzierung eingebaut , dass die staatlichen Universit\u00e4ten zuweist .<\/p>\n

Von diesem Moment sehen wir Jahr f\u00fcr Jahr auf die fortschreitende Verarmung der Universit\u00e4t Kapitel des Haushaltsplans f\u00fcr SDDs bestimmt sind, mit der Folge K\u00fcrzung des Tages. Lavorativeche 180-101 passieren und sogar noch weniger.<\/p>\n

Schon damals gab es die Krise oder hatte durch andere, ” wichtige Priorit\u00e4t ” ersetzt ……. ?<\/p>\n

F\u00fcr den Botanischen Garten sind schwierige Jahre , progressive Abnahme ( wegen Pensionierung ) der Stammbelegschaft , die Notwendigkeit, mit neuen Anforderungen ( verwenden …. ), keine zu bew\u00e4ltigen. gg.destinate der O.T.D. v\u00f6llig unzureichend , um ein Minimum an grundlegenden Dienstleistungen zu gew\u00e4hrleisten.<\/p>\n

Die Situation etwas verbessert seit 1996 dank der Zustimmung der ARS des Gesetzes 19\/96 , die f\u00fcr die Zahlung eines j\u00e4hrlichen Beitrags , um die Aktivit\u00e4ten der drei botanischen G\u00e4rten in Sizilien (PA- CT -ME) unterst\u00fctzen bietet .<\/p>\n

Durch die Verwendung eines Teils dieser Belastungsgrenze von Tagen. ” Die Arbeit ist auf 179 gebracht , noch nicht ausreicht, um den realen Bed\u00fcrfnissen der Struktur , nur bastevole auf ein Niveau von \u00dcberleben Einkommen der Arbeitnehmer zu gew\u00e4hrleisten verglichen.<\/p>\n
